Complete any mission with the maximum number of Skulls active
This achievement will come naturally while you are working on either of the two Vidmaster achievements in the Single Player. However, for a much easier route, I suggest using the method that is mentioned in the "Pension Plan" achievement.
You will want to essentially complete Operation A, Mission 1 with both the Black Eye and Hollow Skulls active. This mission takes no longer than a minute and a half, and these two skulls do not harm you negatively, since this first mission is very, very easy to complete. The achievement will unlock at the post-game stats menu once the mission is completed.

Mission one of operation alpha is certainly the easiest way to get this one, nice short little guide, didn't say much but honestly you don't have to since it's a pretty easy one to get.
