As you perform skills and stunts such as drifting, getting air, near misses and hitting high speeds you will bank points towards unlocking skill points. Each time you string moves together you increase your multiplier which rewards in more points overall. However, hitting obstacles like embankments, trees and other drivers head on will cancel the combo. Skill points are used to buy perks and there are several perks which will aid in your ability to earn skill points such as increasing your total multiplier and the time you have to string moves together. You should easily hit 65 skill points as you progress through the championship events particularly the off-road events as these offer more chances for stunts such as air and wreckage etc.

If by chance you still havent unlocked this achievement by the time you have completed everything else, you can earn easy points by grabbing a fast car and driving along the main highway. As long as you maintain a high speed and drive close to cars you overtake you can string together large combos and earn several skill points with each run.
