Start off with your starting image/render

Duplicate the renders layer

Layers > Filters > Mosaic (choose a number that isn't too pixelated but isn't too spread out I.E 100)

Filter > Blur > Motion Blur (Choose 200)

Now set the motion blured layer to the back of the render and set the blending mode to divide (depends on what colours you have but play around with it
