This the easiest, simplest way to explain and it takes around five minutes if you have a brain.

Download the CFG Menu here: [ Register or Signin to view external links. ]
Once it has finished downloading, extract it to
your desktop.
Plug a USB into your PC / Laptop
Drag and drop the CFG menu onto your USB, do NOT rename the
file what so ever!
Carefully disconnect your USB drive from your computer.
Plug your USB drive in the 'RIGHT' Slot of your PS3. If it is
in the left slot, it will not wor.
Start Modern Warfare 2 up.
Go to private match and enjoy the CFG menu!

Press 'Select + D-Pad up' to open the CFG menu. Now the menu is installed, go online and have some fun!
