Heavies are the big armored soldiers that carry light machine guns. It is easier to kill them with headshots with the Sniper rifle, or by hitting the pack at their back. You should kill more than 20 of them through the story, however, you can play in Resistance mode if you need more of them, it's cumulative between both modes. If you play on hard, there will be more Heavies.

You can also boost it on Yellow zones. Once the hearts and minds indicator is below 50%, some doors will be guarded by Heavy soldiers and they will reappear once you have killed them.
