This can only be done in the "Tutorial" found from the game's main menu. In the Tutorial, you'll be going over a brief training course on the controls and how to play the game. You don't necessary need to finish the Tutorial completely, but it's recommended that you do the Tutorial before jumping straight into the game.

While playing through the Tutorial, you'll want to find the Secret Room, which is near the end of the training you'll find a van near the police barricade. Jump on top of the van which has a Sniper Rifle in the back of it, then jump on top of the air conditioner on the left of the van. Once you're on the air conditioner, go up the stairs of the fire escape and jump through the window up the top and you'll find the Secret Room, thus unlocking the trophy. Afterwards, you can quit the Tutorial or finish it.
