Rats can be generally found around safehouses in the game, even after finishing up at the Bar in Chapter One, interacting with the body on the boat and warping across the river, you will make your way through the two warehouses. After this you'll come across a safe room with rats outside so eat the 3 rats hurry here then warp into the saferoom. Interact with the bed and rest then the rats will have spawned back outside, allowing you to eat the 10 you need.
