In Act 3, jump on top of the highest accessible point on the house. Restart from the menu to return to the house. Grab 2 boxes and have an umbrella on you and go to the top of the Windmill on the roof (requires the shrink gramophone to kill the plants). From the railing jump onto the pipe sticking out (glide back to the lower platform of the Windmill if you miss) then head up. On the taped radiator platforms stack two boxes to jump onto the slanted grate, and from the top part of that jump onto the very top of the Windmill. Jump on the spot here to unlock the achievement.
