You can take your time and clear each area of any enemies as well as search for the Intel if you choose. There is no way to outright fail the mission, but if you shoot a civilian you will be sent back to the start of the last checkpoint just as if you yourself had died. Even at lower difficulties, it is easy to get overwhelmed, so go slow and steady.
Achievement is worth 15 gamerscore.
