This is simply a golden version of the little monkeys enjoying the hot springs everywhere in the Hoarfrost Reach. I caught mine in the hot spring in area 2. Make sure you're using the Ghillie Mantle and leave your Palico behind so it doesn't scare the creature. If it doesn't spawn, you can also check the other hotsprings, then fast travel to a different map and return to check again. It can take a few hours to get it to spawn.
