This achievement can be earned at any time during your playthrough. First, you'll want to make sure you have a handgun with a decent amount of ammo and a car. Then, you'll want to purposely get yourself into a police chase. Once the cops are on your tail, pull out your handgun and tap [ Register or Signin to view external links. ] to change the camera angle. You can then press [ Register or Signin to view external links. ] to aim at the police car's tires (even if the car is behind you). A small hit-marker will appear; fire your weapon using [ Register or Signin to view external links. ] when it turns green. You can toggle between the tires by pressing [ Register or Signin to view external links. ] , too.

If done correctly, this will cause the police car to either spin out or flip over and burst into flames. Take note that progress towards the achievement only counts when enemy vehicles spin out of flip over. Do this ten times over the course of your playthrough (it doesn't have to be against cops, any enemy vehicle will do) and the achievement will unlock.
