You would need at LEAST an I7 EXTREME Processor to even think about doing that. and that is $300 for a good one. Then a powerful graphics card which would be around another 250 minimum. and about 4 to 6gb ram.. in my opinion. and then a power supply thats at least another 150.

i5 2500k ( will be oc'ing it to 4.5 auto vcore ).
An gtx 570 ti or an amd 6950.
Hyper 212 cpu cooler.
You would probably get around 250 - 300 with this setup.

You might be able to make it to 200 fps but not 250 fps with 600 pounds.

KingSOLOMAN wrote correction.. a decent i7 extreme will run you at least $500 just for the processor. a good motherboard would be $250 too. to even think about building a PC that strong you would need at least $1000 bare minimum
1) You don't need an i7 extreme to run cod4, an i5 2500k oc'd to 4.5 auto will be more than fine.
2) You don't need a 250$ mobo..maybe a nice 150$ asus.
Most games are GPU intensive rather than cpu intensive, also most games only use 2-3 cores at most, so buying a hexcore would be a waste.

Why would you want 250FPS?
60-120 is enough.
