It can't just be his brother JUST because he has an ID or counts as an adult.
If that were the case you could just walk outside the building and find someone that is 21+ and tell them you will pay them $20 if they sign a few papers saying that they consent to letting you have a tattoo..
Like I said though there are PLENTY of places that will give you a tattoo even without consent. All you need is the proper amount of money.
The places that will do that are safe to. It's not going to be a shit tattoo just because you got it from a sketch place.

Don't get your girlfriends face or name or something that only applies to you in the present. I wouldn't recommend getting XBOX tattooed across your chest or anything like that. (But it's your choice not mine.)

GOOD! I am glad to hear you want to get something that means something to you and always will! Not something that is superficial and will be irrelevant to your life in 2-5 years!
I am getting a tattoo on my shoulder that makes it look like my skin is burning away and where the skin has already burned I am going to get a mix of the south korean flag and the american flag kind of blending into eachother. (To represents my heritage.)

I think that less mainstream tattoo places keep tattoos more (can't find the words) but I like the style more. I geuss the best I could say is they keep it oG hahaha
