try connect to localhost not the noip thing because its your sever just on the multiplayer bit just pout localhost instead ofnobodyserver.no-ip.biz

Me and lotso are talking and if you have done all of those things right then it will work. Go back over the steps and re-check.
Me and lotso are also trying to figure out if it could be another problem. Do you have any anti-virus software?

Ok I did that hey since no one I know has mc could you help me test it out. Also my IP isnt always static. I tjust changed a day ago. That's why I was using a hidden ip. Also in the server.properties should I have put the hidden there before? Maybe that was the problem? IP: 108.8.25.232:25565
EDIT: When doing what you said to do in the server.properties I get this error message in cmd that says it failed to bind the port and that it thinks I am already running a server on that port. I have gone into task manager and ended any processes realating to java but still it does not work. When I remove the ip from the server.properties and just leave it blank it works fine.

Yes I am running AVG. I know you would say that you have to allow minecraft through your firewall, but whenever I start the server no notifications come up so I'm assuing thar it's allowed. Maybe it's not.

Try disabling the AVG firewall, I think that causes problems.
