There is no way on earth that a hurrican could of shifted the tectonic plates. if it did then the hurrican would of had to ripped up tons and tons of dirt in the ground. Thousands of tons of water ect. to ever get CLOSE the to plates.
Thousands of miles below the earths crust is magma, earthquakes can be at the surface or further down, also you said about about the hurricane had to 'rip up tonnes and tonnes' of dirt, no they don't. the earth that you are talking about is the tectonic plates. Lastly this theory may be true, if a plate is on the brink of shifting any extra force could potentioaly cause the plates to slip...
