Search: cmd
Type in: shutdown -i
Type in their IP Adrress
Follow instructions on Screen and click Ok.
This shuts it down.
This is Legal, since it's already a program installed on your computer!
Example: I did this in a computer lab at school. All their IP Addresses were on their Desktop Background, that's just how it was set up. So I shut down like half the computers in the computer lab and everyone just startet to freak out.

There are many other ways of doing this. This way is possibly the worst way because you have to be connected through the same network so you can't do it to a friend while they are at home yet if you make a .bat file and just put shutdown -t or -i and put it in the start up program files it will shut down their computer when they turn it on a lot of fun we did it to my schools principles computer and some of my teachers
