For the original GTA IV a long time ago (near the release date) I think script mods were possible, I don't think GTA: EFLC was ever possible to script mod and I doubt it ever will be, script mods are of course possible on PC, as most things are.

yeah shortly after it was released they changed the multiplayer phone menu's which meant that the game ignored the script_network.img (or maybe the network_main.sco) file meaning any mods made would be ignored online

This is possible on the PC version but I don't think it's possible on xbox.
