Happend to me restarted xbox worked fine

You should try it out again tomorrow. When the message still shows up then, then I doubt that the servers are down.

That happened to me when I was playing multiplayer and nothing really happened.

The clan tag thing is more of an easter egg, so they wouldnt ban people for it.

My friends and i have been experiencing problems with the servers as well. I think this is happening to everyone.
