At that budget and if you're listening from portable sources, I'd definitely go with an IEM. I posted the link to the Vsonic GR06 in the last post, and I think they're good for you too, despite being a bit over budget. Still, it's definitely worth it. At their price point, they're unbeatable and the neutral sound should do well with all of your music instead of just one genre. The build quality, accessories, cable, comfort, and sound are all amazing for what you pay.

I'd get the Ultrasone Pro 750. They're great for electronic genres and have killer bass. They're also very portable with a folding design and removable cable.

Instead of on-ear and open, I'm going to recommend he go over-ear and closed at this price point and for what he wants. The Koss DJ100 is my recommendation, and since it has a folding design, it's more portable that most on-ear headphones. Also, it's usually better to get closed headphones around this price range.

The Creative Aurvana Live is what you're after. Famously great sound quality for the price and it has a bassy signature. The Sony XB700 or XB500 is also a good choice, but they're having inventory problems right now. If you can wait until they come back in stock, which should be next month, go for it. They're $80 and $50 respectively when they're stocked on Amazon. Also, here's the link for the CAL:
