Literally everything needs to go. It's not an inherently bad build, but every part needs to be changed for a better result. It would help a lot if you filled the form out and posted in the build topic.

I was wondering does the graphics card determine just the quality or the quality and the game preformance like if it is laggy or not?

It determines frames per second and the quality at which each frame is rendered (details, shadows, lighting, textures, etc.). Your network connection causes lag in game.
