I have yet to recommend the 680 to anyone on TTG. Whoever told you running any game at above a monitor's refresh rate will make any difference needs a stern talking-to. I understand that adjustments must be made for FPS drops, but that's irrelevant. If you wanted to see any improvement in smoothness, you'd need a 120 Hz monitor, which can display 120 FPS.

I played promod on my old laptop with 110 frames, i ended up capping at 80 and noticed NO difference, unless you are a super human you cant even recognize s difference

Because there was no difference. Your monitor only refreshed 60 times each second.

i built my pc for 300 and i can play all cods and most games on ultra
specs
8gb ddr3 ram
nvidia gtx 550ti graphics card
intel i7-2700k cpu at 3.50ghz
asus p8h61-mx usb3 rev X.0x
running windows 7
id recommend using those specs my pc never has any problems running any game except minor frame rate issues when running fraps

i work at a computer parts store in my area so staff discount and why is recommending these specs ridiculous

Great! Besides the graphics card.. I would have gone with a Geforce.. But, Everything else is awesome.. Well, You could go with Windows eight. But, Windows 7 is fine too.
