That completely depends on how much you want to spend on the desktop. How much you should want to spend depends on what games you want to play. We can't just recommend you parts or a prebuilt PC out of the blue; we need more input from you.

well i play mostly First Person Shooters Like BF3 MW3 Mw2 and RPG Skyrim etc

i want one that runs fast and consistently

currently i have a dell insperon with the intel hd graphics card and it struggles with Minecraft so i want one that is as smooth as keystone that plays faster games nicely

Are you willing to assemble this PC yourself? You'll get much, much more for your money.

Are you going to improve my build or what? Or have i mastered it? Don't leave me hanging.

I don't see any reason to do a build before I know he would like one done.
