I will vouch for this, having experience in both AMD + nVidia GPU's I can safely say that you shouldn't be worried about temps under 60c for GPU and also for CPU, however you would like your CPU to run cooler ideally.
And to whomever argued against this, you clearly haven't overclocked. Overclocked systems can reach 80c when stress tested and this can last for periods of up to and over 24 hours... Not to mention that graphics cards(more AMD than nVidia) can run at high temps. My 7870 Tahiti runs at 65-75c(75 on stressful games like Crysis).

I'm not really skilled in computer but I doubt I would be able to run game on high without having them overclocked. I won't argue because I don't know much. Just tell me why I'm getting fps drop constantly would be wonderful , ty ^^

Sir, you have no idea what you're talking about. GPUs are meant to withstand high temperatures. This is the normal for my PC and its running just smoothly.

Download MSIAfterBurner.
Adjust power limit to +%20. Not enough power to the GPU causes throttling after overclocking although I don't know why your tdp would change over time.
I'm am having similar issues with some games.
It can max BF3 out and most of the time it's above 60fps, GPU usage etc. checks out, but with TF2 and some other games it dips below 30fps. Adjusting power limit is harmless it just allows the card to use more wattage if it needs to.

I cannot modify it it's like dark so I can't touch it
