If I understand you correctly, you'll be getting an r9 290x when it is released, and you need a build with a budget around $600 to go with it? Well both builds you have linked have their flaws, here's what I recommend. I'll use pcparkspicker because you used it as well, for consistency.

As much as I like that build, I will be doing live streaming on Twitch TV, GFx Design, Photoshop, and might do a video for YouTube every now and then.So from what I understand rendering it will be a lot faster and I do understand that their will be slim to none performance difference for gaming but for what I stated above it will be worth the money right?

Yes, only assuming that you will be buying an R9 290X eventually..

Ok now my question is do you think I would get better performance with a i7 3770k or an i7 4770k with a r9 290x.

The bottom 2 builds( [ Register or Signin to view external links. ] ) would be what I would eventually go for just need to decide whether 3770k or 4770k.

You might as well go next-gen with the 4770k. You would notice zero difference in gaming performance as they are i7s. I recommended to you a build that I know is 100% suited to your needs. Here's the link again, I suggest you take it as you won't need an i7.

I'd do this. At the time this is posted, everything is in-stock.
It can also overclock decently, as I put in a decent cooler & it's cheaper & running a newer CPU.
Over time I'd upgrade the RAM to 12 or 16GB though, as that's good for editing.
