No matter what you do the iPod will not work without the original owners Apple ID and password. DFU mode and recovery mode don't work.

Don't throw it. If you got it second hand ask the previous owner to unlock it.

You could reset it ;) it will remove any data on the ipod

Just connect it to iTunes and do a system restore. It will reset it back to factory settings and you should be able to jugs start again as if it was new.

Put it into DFU mode and download an IPSW iOS 7.3 then when it sad restore shift click then choose IPSW. Then wait, if you get an error try another PC

This will not work. As stated above you need the original owners apple ID and password.
