NEVER PAY SERVICE AS A GIFT!

Just saying, your options:
- Call Paypal and explain the situation.
or
- Call your bank and explain the situation.

If you paid, you should get the seller's address in paypal. Then go to his house and fight him.

Yes. You can actually file a claim against him and Paypal will reverse the transaction. If he has no proof of shipping or documentation, he HAS to give the money back or it is considered fraud and he will lose his Paypal account. Open up a dispute or call Paypal and they'll help you out.

This is correct i actually had a similar case about a month ago. I opened a dispute against the seller through paypal and he couldnt provide proof so they refunded me the whole process took about 3 weeks roughly.

Well your never supposed to buy from a non-legit seller, but this guy seems reputable. Maybe something happened during the shipping process? Maybe he got the wrong shipping address from you? I would consult with him the problem that might have happened, if not just file the claim through paypal.

He has to give Paypal 100% concrete PROOF you received it. If not, he will be considered a scammer and his account will be terminated. Obviously, now that you filed a report he's scared and wants to work something out. Anyone can claim they did something, doesn't mean it's true.
