Is your computer that you are using wireless? Because my mac gets around 20mb/s and I have around 35mb/s internet from my other mac directly connected to my router. If possible, connect to the router/modem and see if it boosts the speed of your internet on your computer.

do a speed test with wired internet and see how much you get then. If its less than what your paying for, ring up your ISP (internet provider). If it it what your paying for then you may have a problem with your routers wireless signal
