Hm... Open the task manager and make sure it isn't running in the background. If it is, end the task and retry. Be sure you run as an administrator. It should be compatible with all versions of Windows.

Make sure you don't have a firewall or antivirus blocking your connection.

Make sure you have the right connection set to shared to the right ethernet connection. Computers with more than two network connections have a setting to choose which connection to share with.

If you're using Windows Vista/7/8 you may need to make sure your connection type is set to Private or Home rather than Public.

My RP ultiplier wont work i deleted 1.0 and put just a 1 And nothing happend HELP!!

im getting a timeout error after removing mods. someone help. i already disconnected everything and turned on my wifi back on my ps3

Putting only "1" in as the value won't work. It has to be 1.0 for a normal RP rate. If you want to multiply it make it a bigger number. 25.0 would give you a rate of x25 RP.

Example:
Cruising with players gives you 200 RP. If you have it set to 25.0 you'll get 5000 RP.

Read the entire post before asking. Forgive me for any errors, I'll be building on this post as I go. I'll be working on making it easier to read and follow.

I've actually tried using the USBWebserver program to modify my tunables and gotten it to work quite well, it just tends to be really difficult to troubleshoot/set up. I've gotten tons of requests to set up servers. I've grown tired of the USBWebserver and decided to use Mongoose.

I DID NOT COME UP WITH THIS METHOD, I JUST DECIDED TO FIND A MORE RELIABLE WAY OF GETTING IT DONE WITH ANOTHER PROGRAM. I'M NOT RESPONSIBLE FOR ANYTHING THAT GOES WRONG (incl. bans, resets, lost characters, network issues, ect.). This is basically an alternate way of achieving the same effect, just using a different program. Things tend to run better using Mongoose.

Requirements:
- [ Register or Signin to view external links. ] (using Mongoose)
- Desktop / Laptop with 2 Internet Connections (two ethernet ports or an ethernet port and wireless adapter)
- The ability to connect your PS3 to your computer with an ethernet cable (hard wired)
- Administrator Rights on the computer you're using

A. Set Up Server

1. Download the Rockstar Server Emulator ZIP and extract the contents.
2. You will need to port forward port 80. Due to the differences in all of the routers out there, posting instructions isn't possible.
*I have gotten mine to work but [ Register or Signin to view external links. ] does not report my port as open. Given the traffic is local, I'm not sure if you'd need to port forward. I still forward my port 80 just to be safe.

B. Share Your Computer's Internet with your Console

These instructions are for Windows 7/8. This will work on XP and Vista, the process will be a bit different.

1. Go to Control Panel>Network Settings>Change Adapter Settings
2. Right click your PRIMARY internet connection (the connection to your computer) and choose Properties.
*If you're asked to choose a connection, choose the ethernet connection your console will be using.
3. Click the Sharing tab at the top of the window and check the two boxes visible.
4. Click Settings and check the HTTP box and click OK

You should now be able to sign onto Xbox LIVE/PSN on your console by plugging it into your computer's ethernet port.

C. Block Rockstar, Redirect Traffic

We're going to trick your console into thinking your computer is the Rockstar Cloud Server. When your Xbox/PS3 attempts to connect to Rockstar's servers it will be redirected to your fake server, downloading the modified tunables to your console.

You will need to know your computer's local IP address for this step.
- Open the command prompt and type "ipconfig".
- Look for your computer's internet adapter and find the IPv4 address (usually looks like this: 192.168.#.##)
- Save this number, you'll need it.

1. Open Notepad as an administrator (right click>Run As Administrator)
2. Click Open and navigate to C:/Windows/system32/drivers/etc
3. In the drop-down box, change the setting from .txt to All Files.
4. Open the file labeled "hosts" (NOT "hosts.ics")
5. At the very end of the file, enter the following...
192.168.X.XX prod.cloud.rockstargames.com

...where "192.168.X.XX" is your IPv4 address you found earlier.
6. Save the file and close notepad.

D. Edit Your Tunables

THE TUNABLES FOR PS3 and the XBOX ARE THE SAME! THE ONLY THING THAT MATTERS IS THE DIRECTORIES. Be sure you edit the right tunables.json in the right directory for your console.

DO NOT go over level 1000. Doing so will cause problems and possibly make you lose your character. Be very cautious what you set in the tunables.

1. Find the tunables.json file located in /server_files/titles/gta5/xbox360 or /server_files/titles/gta5/ps3 depending on your console.
2. Open tunables.json with Notepad to edit.

There are several values here you can edit, here are a few of them explained:

XP_MULTIPLIER - Pretty obvious. Multiplies the amount of RP you get for anything. (Default: 1.0)
CASH_MULITPLIER - Another obvious one. Multiplies the amount of cash you pick up (Default: 1.0)
CARMOD_SHOP_MULTIPLIER - Multiplies the cost of car modifications (Default: 1.0)
CLOTHES_SHOP_MULTIPLIER - Multiplies the cost of clothing (Default: 1.0)
HAIRDO_SHOP_MULTIPLIER - Multiplies the cost of haircuts (Default: 1.0)
TATTOO_SHOP_MULTIPLIER - Multiplies the cost of tattoos (Default: 1.0)
WEAPONS_SHOP_MULTIPLIER -Multiplies the cost of weapons (Default: 1.0)
MAX_HEALTH_MULTIPLIER
MIN_HEALTH_MULTIPLIER - Multiplies the amount of health you have. (Both Default: 1.0)
HOLD_UP_CASH_REWARD_CAP - The maximum amount of cash you can get from robbing a store (Default: 2500)
BOUNTY_THRESHOLD_MULTIPLIER - Multiplies the cut Lester takes from your bounty. (Default: 1.0)
PASSIVE_DONATE - Changes the cost to go into passive mode. (Default: 0)


These are a few tunables that can be manually edited. There are also a few premade tunables in the /Premade Tunables folder.

Tunable #1:
- God Mode
- RP x500
- Cash x1000
- $1,000,000,000 Bounties
- Passive Mode Costs $1,000,000,000 (to get rid of cash)
- Robbery cap raised

Premade Tunable #2:
- RP x500
- Cash x1000
- $1,000,000,000 Bounties
- Passive Mode Costs $1,000,000,000 (to get rid of cash)
- Robbery cap raised

Premade Tunable #3:
- God Mode
- RP x50
- Cash x100
- Passive Mode Costs $100,000,000 (to get rid of cash)
- Robbery cap raised

Premade Tunable #4:
- RP x50
- Cash x100
- Passive Mode Costs $100,000,000 (to get rid of cash)
- Robbery cap raised

D. Start and Test Your Server

1. Open mongoose-4.1 (SERVER).exe as an administrator (Right-Click>Run as Administrator) in the Rockstar Cloud Server Emulator folder.
2. Look in the taskbar in the bottom right-hand side for the Mongoose icon to be sure it's running
3. Open your browser and visit prod.cloud.rockstar.com

    a.) If you see "Your server is ONLINE!", your local setup is correct, continue to step 4.
    b.) If you see 403: FORBIDDEN, your hosts file is not set up correctly
    c.) If you see a blank screen or a "Not Found" error, Mongoose isn't running


4. Open the web browser on your console and visit prod.cloud.rockstargaming.com.

    a.) If you see "Your server is ONLINE!", your console is communicating correctly with your computer. Continue to step 5.
    b.) If you see 403: FORBIDDEN, your hosts file is not set up correctly
    c.) If you see a blank screen or a "Not Found" error, Mongoose may not be running or a firewall may be causing a connection issue.


5. Restart your console and start GTA V: Online.

Notes and Help


Going Back to Normal

Going back to normal on both consoles is fairly easy.

Xbox 360:

1. Turn off the Xbox and disconnect from your computer
2. Turn your Xbox on and [ Register or Signin to view external links. ] .
3. Reconnect your Xbox normally, without your laptop.
4. Start GTA V: Online and go into a public lobby.

Playstation 3:

1. Remove the GTA V disc and turn off your Playstation.
2. Disconnect from your laptop and reconnect your Playstation normally.
3. Insert another online-capable game and enter an online game.
4. Return to the XMB menu and reinsert your GTA V game disc.
5. Start GTA V: Online and join a public lobby.

This is required to return your player to normal and/or change the modifications you've applied in your tunables after you've already modded them.

HELP MY MODS WON'T WORK!!!

If your mods won't work the first step is determining where the problem lies. Start at your computer and work to your console.

Troubleshooting your Server:

1. With your server running, open your browser and enter the following into your browser:

localhost - If your server is running correctly and port 80 isn't being used, you should be able to connect directly to it. This should show "Your server is ONLINE!".
Your IPv4 Address (192.168.#.##, etc.) - This should also return the same results as "localhost". If your server is running and you have the correct IPv4, this will display "Your server is ONLINE!".
prod.cloud.rockstargames.com - If your hosts file is correct and your server is running correctly, this should display "Your server is ONLINE!". If you get a blank screen, normally your IPv4 address is wrong or your hosts file is incorrect. If you get a 403: FORBIDDEN error this means you are connecting directly to Rockstar, not your server.

2. Disable any firewalls or antivirus you have running (including Windows Firewall). They all interfere with web servers.
3. Anything using port 80 will not play nicely with your web server. Make sure extra programs are closed down (ESPECIALLY SKYPE!).
4. If all else fails, restart your console and PC. I will set up small servers with a custom tunables remotely for a small fee. Just send me a PM.
