It is 100% Illegal, it would be considered assault and battery for the Teacher.

I don't know how it is where you went to school but the public schools I went to wouldn't tolerate teachers hitting students. Out of self defense is a different story. Self defense and fighting is a different story too.
I live in Illinois but things might be different in other states like you stated.
