i have triple checked the title update it is tu 23 (mw3) and tu 16 for bo2 I made sure the tool was for the newest tu and I made sure the proper tu was selected in FSD

Anyone have any other suggestions... Do I have to put the xrpc.dll on my rgh if so where.. I tried it on the root of my hdd but had no luck

Take off XRPC.xex and keep RPC and JRPC on. XRPC.xex is an older version of XRPC and RPC identifies the newer version. Make sure you save the launch.ini and restart your console. Also, make sure your console is the default console on neighborhood and that your firewalls are down while its on.

I made sure it was default, turned of my windows firewall, and made sure I have the plugins you specified and still no luck.
