pug wrote make sure you're on the latest netframework 4.5..
I already did that and no luck...............

SO TO SUM UP I HAVE TRIED VARIOUS COMBOS OF PLUGINS [I MADE SURE THEY SAVED CORRECTLY], I HAVE THE HIGHEST NET FRAME (4.5), I TURNED OFF WINDOWS FIREWALL, I HAVE TRIED MANY DIFFERENT TOOLS, I HAVE MADE MY RGH DEFAULT ON NEIGHBORHOOD, MADE SURE I AM ON THE CORRECT TU FOR THE TOOL AND THE GAME ALSO.....

SO MY QUESTIONS ARE WHAT PLUGINS SHOULD I BE USING AND DO I HAVE TO PLACE THE XRPC.DLL THAT COMES WITH THE TOOL ON MY HDD AND IF SO WHERE? AND WHAT THE HECK IS WRONG!

All of the .dll files that come with the program need to be in the same folder as the program itself, not on your RGH.
Also, you need to have your plugins in this order:
xbdm.xex
RPC.xex
XRPC.xex

And all of the plugins have to be on the root of your HDD, not in any folders.
I had the same problem as you until I used both RPC.xex and XRPC.xex plugins
