If it's not working well then you obviously didn't buy it on that account.

The dlc will only show up on the original acct download history that actually bought it, but any acct downloaded onto that same xbox will have the use of it. Plain and simple. No need to redownload anything. All my DLC work on all 12 accts I access on my xbox.

Ok, so when I go to Download history on my main account (The one I downloaded it on in the first place) it's there. But on my secondary account it's not.

I have experienced the same problem you have. It only happens to me on Cod: WaW. I have the maps on one account but it never shows up or lets me play them on others. But this is how I get it to work. Just start up a split screen game on the account with the DLC and make sure your second account is there as well. After you start the game on one of the DLC maps, end it, go to the main menu and sign out of the account with the DLC and it should let you play them on your second account. Hope this helped. (:
