Hey, I payed someone $51 to do something. I payed for it as goods and services. He never did it, now when I ask for a refund he tells me his Paypal is limited. Even the other contact in skype on top of him, thats his frind and he's also saying its limited. Is there a way I can get my money back? I also don't want to wait for it, like can I get it today or tomorrow?

You have to notify paypal that you were scammed. Because you would receive an email saying your "Goods" were delivered or sent right, make sure you have a confirmation of payment ready aswell.

Call the support number and provide the payment receipt (Your confirmation that you payed the person) but did not receive the goods and services you were promised.

Open up a dispute with PayPal and provide as much info as you can in the detail box. It will give him around two weeks to reply with his side of the story. Paypal will then decide who is telling the truth and the money will be refunded if they believe you are in fact telling the truth.
