When installing the coolrunner, is this wire necessary?

Could I just replace it with a regular wire?

Yes it is if you look at pics there this wire connected from the cool runner to the motherboard

If its double shield its probably for a reason you could try but its not my fault if you mess up something i take no responsibility

It does not require the double shielded cable, but can improve boot times dramatically. I've found that if you just use the blue cable from the slim wire set, boot times are decent. Give it a try. Are you installing on a phat or slim?
