Yes it is if you look at pics there this wire connected from the cool runner to the motherboard

Yeah, I understand that but, could I replace that double shielded wire with just a normal wire?

It does not require the double shielded cable, but can improve boot times dramatically. I've found that if you just use the blue cable from the slim wire set, boot times are decent. Give it a try. Are you installing on a phat or slim?
