You can go to CMD and type in /ipconfig release -> /ipconfig renew

And then you can go to your routers default gateway and there is usually a button to refresh and reassign ip adresses and refresh a new mac address.

All of this depends on if you have a dynamic or static IP. If you have a static meaning constant then there is only one way of changing it. You would need to contact your ISP and ask them to change it for you. Make up some bs reason why you want them to change it, usually they will. If your IP is dynamic then there is only one way to change it. (aside from calling your ISP) What you will need to do is find out if you have a modem or a router that you're using. If you have a router that is hooked up to a modem then you will need to unplug everything from the modem. For at least 5 minutes. Some times it will take up to 4 hours depending how many IP's are in the pool and when the last time you changed it was. (some ISPs like Comcast only prohibit 3 IP changes within a month or something like that) Their is another way of changing an IP through cloning but that would be way to complicated to explain over chat.

Cisco has nothing to do with your IP. That is only the company that manufactured the router.

That would only be reassigning a local IP to his computer not a external IP to his router.

And that leads back to my post prior to the one you quoted. ISP customer supports are stupid if you say router they think local IP not external. Do you use a router connected to a modem or is it a router-modem?
