What do you think would be the best GPU for about 400$?

For $400CAD, a GTX 970 is your best option. For around $300-$350, you can get an R9 290.

Alright thank you dude, but last question, Are there any other psu i can get because i'm not sure if that psu you showed me is available on any website for a good price && are the items you showed me compatible with one another??

Again, yes, it's all compatible.

If you get that SeaSonic unit, an R9 280 or a GTX 970 will be fine with it, but do not use an R9 290 with the SeaSonic unit. The other 2 PSU's will be fine with a 290.
