If you go on concept squads and search for a player on the transfer market bid half your coins and try to bid again it'll take you to transfer offer window

The web app may not, but this IS possible to be implemented.

The fact that trade offers are still within the game coding suggests that they may not necessarily be gone forever.

I'm not going to get my hopes up yet but this would be awesome!
