Okay so I made a post in the PC general asking what PC I should get, and someone said build one, the thing is I don't know how is it easy? (+Rep)
And if it is this is what I need;
What's you budget? £300
Do you need a monitor? Yes
Do you need a keyboard? Yes
Do you need a mouse? Yes
Do you need an operating system? Yes
What will you use the PC for? Browsing & Minecraft
if I'm missing anything please just say. (I'm a noob)

Xiggy wrote £300 is tight but I should be able to make it work. You can't get an OS in that budget. You can however look into free options including Windows 7 & 10 or Linux

And I would be able to play MC on this?
Plus how much do you have to pay for windows or Linux?

Yup. Intergrated graphics will be able to handle MC nicely.
Windows, if you know where to look, can be free. Otherwise, its £40-60. I can't say how to pirate windows but Windows 10 is in early beta and is fully free.

Linux distribution's are mostly free. There are more private branches that cost money, but are tailored to specific need's. Window's again not encouraging it, but you shouldn't have to pay.
Also above build is missing a PSU, but should be able to kick minecraft in High.
Cheers,
Illoquence

You can go to the linux website and download a free copy of it, you should be able to burn the setup onto a disk or put it on a flash drive and install the OS that way.
I am on Linux OS and you can not download and run many programs or anything that you would normally run on windows.
