My first thought was that your cpu is bad, after a quick google i think this is yours [ Register or Signin to view external links. ] so its actually not too bad still would be better off with a i5 of some kind, but anyway anything that you need for this kind of stuff and maybe a bit of pc gaming on the side will all be sorted by a Nvidia GTX 550ti will cost you around £80-£100 depending on where you buy it

the 550ti was my last card which is why i would recommend it i now run a 750ti

550Ti would be a bad choice. It's an old, low-end card. Not even worth purchasing IMO, especially since just over £100 will get you a significantly better R9 270. The GPU would probably help, but you'd be better with a CPU upgrade. Low-end dual core is holding you back for sure.

Damn, okay, I just don't have the money to be upgrading a lot of stuff atm. I plan on slowly buying parts towards a whole new System and just using what I can in the one I have now.

Honestly the GPU isn't really what holds you back when streaming it's all on your CPU & how man cores you have. Just like my boy Sanctyy said .

The G3220 is an LGA1150 CPU so you can easily swap it out for an i5 or Xeon. You can pick up an 8 thread Xeon for about £200 which is going to make streaming and what not a breeze, but it has no iGPU so you'll need a dedicated GPU to even run your system with a Xeon, even a low-end £20 piece of shit would work fine though. You could pick up an i5 for about £150 which is still going to be a significant improvement over the Pentium, and has an iGPU so you won't need a dedicated card. I'm not too sure but I think NVidia cards are going to be a bit better for streaming, so even something like a GTX 750 would do you good. If possible, I'd suggest picking up a 750 for £80 or so and trying to just deal with the Pentium, ad hold it out until you can afford a Xeon. It'd be a huge improvement and just much less hassle. Also, extra RAM may be a benefit, depending on how much you have right now. If you're running 4GB RAM or less, upgrading would be wise. You'll also want to know what case, motherboard and PSU you have because a bad PSU means that'll need changed before anything else, and you'll want to make sure your motherboard and case are going to support a dedicated GPU.

750Ti is slightly more powerful for an extra £10-£15. Pick up a 750Ti instead if you wish but a 750 should be more than fine for you.
