Hi guys he doesn't need any peripherals or SSD/ HDDS as he has these from his last build. He will be using the rig for gaming and editing, He plans on doing major gfx and things like that. So more cores the better I suppose? DDR4 and X99 sounds like it would be preferred listening to him from my end.
Thought I would come here and ask the community for some advice before he forks out the money. 4K monitor is wanted but don't include that in the budget.

What SSD and HDD does your friend have?
He was thinking of a build like this:
CPU: 5960x
CPU COOLER: Corsair H110i GTX
MOBO: Asus Rampage V
PSU: Evga 1000w G2 Unit
GPU: GTX 980ti gigabyte g1 gaming
Case: Corsair 760t
RAM: Corsair dominator pro 32gb ddr4 2666mhz
He also wants to add custom water cooling at a later stage hence why the 760t but also because it looks nice. A 2nd gtx 980ti maybe a plan in the near future too.

The 840 EVO's weren't great, they were always getting issues in firmware updates. I remember hearing stories of 840 EVO's getting messed up with a firmware update that made the units run slower than an HDD for a while, and then just broke them. I'd keep the 840 EVO, especially since it's a 500GB model, I doubt you'll have any issues with it anyway, the horror stories I heard just put me off them completely. The 850-EVO's are good SSD's though, I'd suggest getting a 250/500GB 850-EVO for primary storage, and use the 840-EVO as a secondary drive.
I wouldn't suggest the E5-2620 V3. It's a locked chip, and clocked much lower than the 5820k. The 2620 V3 will turbo to 3.2GHz, whereas the 5820k is 3.3GHz stock and easily overclocked to 4GHz as it's an unlocked chip. The E5-2620 V3 is extra cost for poorer performance. The only reason to get the E5-2620 V3 over the 5820k is if you require Xeon E5 specific features, like dual CPU support.
@OP-It'd be worth knowing what peripherals your friend has because if he has a £2500 budget, they might be worth replacing.

or instead of the Intel 750 NVMe SSD, he could get a slick audio set-up from Amazon;

I included a 2TB HDD because it's pretty inexpensive and more storage is never bad. It could come in handy, but he can remove it from his buy list if he wants. If he's going to spend £150 for a 760t, he'd be better off with an Enthoo EVOLV ATX. The Enthoo Pro is a great case for £100 though, with loads of room for a custom loop.
If you go with the Intel SSD, use that for OS and any editing type programs he'll be using, and maybe a few games. Use the 850-EVO and 840-EVO for game installs and whatever else, then use the HDD(s) for storing videos, music, graphics etc etc.
If you don't get the Intel SSD, use the 850-EVO for OS, editing programs and a few games, use the 840-EVO for games and the HDD(s) for videos and what not.

X99, 32GB of RAM if needed, can add another 980 Ti in SLI later on but probably wouldn't be necessary unless you were playing very demanding games, 500GB SSD for all the programs/games etc + 2TB HDD, includes a 4k monitor because there was room left in budget. The GPU is black and red, but black + white + red would go together nicely imo.

OP- Don't waste your time getting a 1000W unit, it's pointless 850W is enough for 2-way SLI 980 Ti's and what not. If you want 3-way SLI support, you'd need at least, a good quality 1050W unit.

The 5960x is going to be a £500 or so premium over the 5820k. It's just not worth it for 2 more cores IMO. The only way you're going to need something like a 5960x is if you're editing/rendering close to 24 hours a day, and are getting paid hella $$ for what you're doing. Just grab a 5820k and you won't have to sacrifice £500 worth of components elsewhere.
If he's determined to get a 5960x for the poon, or bragging rights or whatever, do something like this;

since he can apparently afford the monitor out of the budget. This is also assuming he has a decent keyboard and mouse. If his current keyboard and mouse are decent, then sure, no reason not to get the 5960x, as long as you're not sacrificing a bunch of other components.

Edit: He does intense gaming btw. Games like GTA V, Fall out 4 when its released etc

K70 is a great keyboard and the G502 is a great mouse so he should definitely hold on to them. Since he doesn't need kb or mouse, if he's comfortable paying for whatever monitor he gets outside of his £2500 budget, then sure, why not go ahead and get a 5960x. I, personally, wouldn't be able to justify the cost but if he can, power to him. Plus, it's pretty much instant baller status.
