Xeon isn't really aimed for gaming. There will be a little performance gain if you grab the Xeon over the 6600. No the Xeon is not bad but it's not worth the premium and you'd be better off with the 6600.
If you're looking to overclock. An i7 will be put over your budget and if you're going for gaming GPU>CPU

No overclocking. Z170 boards are meant for overclocking so you can save some money and get a different board.

Well give OP the options... Just give him a SLI proof build and a cheaper, no SLI one...
