If you're testing POWER DRAW, why would you test with a GPU, if you're trying to get numbers for a CPU.

If you're testing POWER DRAW, why would you test with a GPU, if you're trying to get numbers for a CPU.
You are missing the point, a gaming rig wouldn't likely push the max synthetic test. A powersupply is rated for 450-575 ETC but they are capable of pushing out more then that, for periods with no real damage issued.
My Ryzen/1080 build barely pulls 390 average (basic loads) from the wall, with rad/case fans on low. Under gaming/synthetic loads, i pull roughly 550-600 MAX.

A 1080 with Ryzen 7 1700 pulls 500-600 watts under full load. Synthetic load at least, not any of that P95 bs. I have a Ryzen 7 1700 with a ASUS GTX 1080 STRIX. It has problems running with a 500 watt power supply.

Ryzen 5 and GTX 1080? I guarantee you're not even hitting 500W under load my dude. GTX 1080 is stupid efficient. R5 1600 and GTX 1080 with a decent overclock will probably pull 450-500W max, full system.
@Xepher - Go back and look at the anandtech article you linked yourself, the GTX 1080 review. FULL SYSTEM power consumption is 335w. You don't add CPU power consumption when it already includes CPU power consumption. As I said also, I can almost guarantee the CPU they used to test the GTX 1080 pulls more power than an R5 1400, which is in fact a fairly efficient CPU. A decent quality 430W unit is perfectly fine for R5 and GTX 1080. It's not great, but it'll do the job.

Less than 100w under torture test. Overclock and you'll probably be sitting around 100W. Strix 1080 has an 8 pin and a 6 pin, right? Or is it 2 x 8-pins, I can;t remember. Regardless, the 1080 will pull about 300W at absolute maximum. I doubt you'd be running that high though.

I'm not quite sure why you think this...
Also, do you know how PSU efficiency curves work?
I don't know how else to explain it to you. But Mitochondria has the idea. A 430W PSU wouldn't suffice for a 1080 load.

Running a 1700 @ 3.9, accounts for the slightly higher numbers. The lower chips are much more efficient then the R7 series it seems. The 1080 flutters with its power draw, either high or low, don't need more then a 650W.
@XepherTheCat What is the need for a meter? Just because full synthetic loads show high numbers does NOT mean that it draws that much power 100% of the time. The numbers people usually see are "RECOMMENDED" in bold letters around the product page doing math. Just because it says that added up does not mean it needs that much.

PSU efficiency curve isn't relevant at this point. But I meant as in general every day use, it is relevant, unless you want to be at 50% efficiency every day.
335W under load. What happens when it actually goes under load? So you're just gonna watch the over current protection go off?
