My mate is wondering, one of his PayPal accounts has a negative balance because some assholes disputed him (scammer) he used a fake name and address and no bank stuff was ever added think he may have used PayPal balance to buy stuff but what happens? How does PayPal recover the funds ? Do they go to the police or what because Im sure a lot of people must do this?

If it's anything petty like a couple hundred dollars most likely nothing will happen, but there's a chance you'll get black listed from using the site. If it's multiple thousands of dollars they might send debt collectors after you if they can figure out where you live. I doubt in either of these cases law enforcement will be involved.

If the amount is minuscule, PayPal will do nothing.

debt collector doesn't really mean shit unless they report it to the credit bureau, even then you can settle way down the road for much less than what you owe if it ever makes its way to collections. Anything under $1k I wouldn't concern myself with. Worst case scenario I see his account getting banned...getting a new IP isn't that hard. Having fake info shouldn't be a concern either. Best lesson here is if you're dealing with PayPal and allow for refunds on the purchase always CYA. Docusign is a great way to get a signature that shows an agreement between 2 parties and copies can be sent to PayPal's enforcement team if someone tries to rip you off.

If it's negative you just have to pay it off slowly or contact paypal and get the disputes sorted out.
