I would go and plug your phone into a computer and try to reset it to factory settings. That's the only thing I can think of maybe you aren't giving the phone enough time to do its thing.

Download the program "Pangu" I used it to Jailbreak my iPhone 4 while I was on iOS 7. It worked really well with some slight defects, but in the end it worked.

Some of the ones I use are Insanlyi, HackYouriPhone, and BiteYourApple. I have't been on Cydia in a while so I don't know if Hackulo.us still works, but you can try.
