so to fix my problem i am goign to try to update my routers firmware and maybe just directly plug my xbox into the modem. If those dont work i will try port forwarding all the gta 5 ports

It works with the downloaded version. I did it. There's a way to do it don't give up. it worked like a charm for me. I'm on a first gen xbox though.
