well the etrade method is illegal read the whole paypal contract you agreed to, becuase the only reason you got that pop up is becuase etrade told paypal that you put in fake information when you were signing up with etrade then paypal will limit your account unless you send them all the information.
This happend to my friend thats how i know all this

Your account is logged in with more then one IP at the same time just fill your INFO in and you will be fine.
