Okay explain more into detail on what happened when you hot swapped.

When hotswap the disc drive just stops. I put in the iso version and it just doesen't spin anymore and makes a clickish noise...

Maybe you got a bad disc, if it's a Platium disc, those are horrible! But then again you might have downloaded the wrong ISO. Well do you have your Xbox 360 taken apart?

Yes everything is taken apart. I have a
8x
8.5gb
250 min
memorex disc.
I just redid it. exactly what happens :
I take gta iv out then I put the iso disc in and the disc drive will not spin!

Okay well you must have downloaded a bad ISO or the wrong ISO. I can help you get everything right again, but this could possibly be a hot swap error.

What could I be doing wrong ? Do you have skype? I can show you on video what I'm doing..? Or if you could help me if you think it is a bad iso. But I followed your tut. can we do the vid first then if u see no error team viewer and help me fix it..?

I do not have Skype, I don't know this problem could be, I never heard of this difficulty before, I've only heard of the disc stalling at 0% or higher.

No that is the problem, the disc tray does not continue spinning on like it should...?

Okay I think that's a problem with your Xbox 360 to be honest, and I noticed you were using the slim, that doesn't mean anything. It's got to be your Xbox 360, but you didn't even click Install Game in the video after you hot swapped.

It does what to the disc? I don't think you're doing something correctly, it can't be an ISO problem.

It does what to the disc? I don't think you're doing something correctly, it can't be an ISO problem.

Like the laser reader under the disc it goes into it to read so when I pull the disc up it stops, in this video his laser is on the outer part of the disc... Listen he says something about it. That's the error I notice though. is the laser is on the inside reading the disc...

Well then see, it's not the ISO it's an external error at least.
