Mmmmm... Two very different genres. Unless you want to favor one, you'll want a neutral headphone like the Vsonic GR07. From every description I've seen of these, they should be very nice for both genres. A "Mark II" version was recently released with a nicer cable, which is worth maybe $10 more. Not for sound because cables don't affect sound quality, but just for regular usage. The cable is just nicer!

Koss DJ100. Can't be beat for a $50 (relatively) neutral headphone.

If you want the most possible bass, the Sony XB700 is the way to go. They're a bit cumbersome, but built fairly well and extremely comfortable.

If you want better overall sound quality, the Creative Aurvana Live is very, very good, but lacking a bit in durability.

For this budget I'd probably go in-ear, unless you want the Koss DJ100, which is not overly bassy. It's a headphone that's really good for any genre, not just ones like dubstep, rap, etc. Basically it won't compromise anywhere and you'll get something that's good for all your genres.

If you want an IEM, I'd go with the Dunu DN-13 Crius.
