Over-ear: Sony XB500, JVC HA RX700, or the Panasonic RP-HTF600-S.
On-ear: Koss Portapro, Koss KSC35, Koss KSC75.
For your tastes, the XB500 would be my choice, but not by any large margin. All three of these have quality that will surprise you.
The on-ear headphones I recommended are all very similar, and the Portapros have the same drivers as the KSC35s. The KSC75 drivers are only slightly different. These are INCREDIBLE for what you pay, and you won't get better until much higher price-points.

For over-ear, the Sony MDR XB1000 is one of your best options. I'd honestly not look further than that, since they are perfect for genres that have such overpowering bass. They may be hard to find at a reasonable price, but a Google Shopping search will show you that they can be had under 200 bucks. Some places have them in excess of $400!
For IEMs, I suggest you spend less if you listen to rap. I'd recommend the Hippo VBs. The master quality is not very good at all with rap and it tends to be distributed using lossy codecs at low bitrates. You won't get the most out of any headphones with rap music. The reason I suggested lower-end IEMs is because of their relative fragility. If you do want higher-end bassy IEMs, look at the Sony EX600s or EX510s. If you want lower-end over-ear cans, look at the XB700s or even the XB500s. Both will do very well with rap music.

For over-ear, the Sony XB700s are one of the best choices out there for bassy genres. They would be my first choice, if I were you.
If you want to go on-ear, the Koss Portapros are the best choice to my knowledge, even at your budget. If you like the design of the Koss KSC75 or KSC35 more, they are almost identical to the Portapros in terms of sound quality. The KSC35s and the Portapros use the samee drivers, and the KSC75s have drivers that are only marginally different.

Again, the Sony XB1000 sound like it's just right for you! You might have to do some digging, but they are available under $200. You'll see them in some places going for A LOT more, though.
Another option for you would be the Ultrasone DJ1. I'd honestly go with these instead, since they're probably of better quality than the XB1000s. They're also much easier to get a hold of, and dealing with Amazon is always nice. They're both bass-oriented and look pretty nice, so you'll definitely like them both!
